Number of Positions:
Direct, allocate, and manage resources within a Systems Engineering Section associated with the State College Systems and Hardware Engineering Department to meet defined engineering and business objectives and to satisfy systems engineering responsibilities on programs. Support project/proposal needs associated with the Section in an efficient manner that is aimed at satisfying contractual commitments and delivering quality products consistent with internal costs and schedules. Assure technical efficiency and validity of cost estimates and delivery schedules for all proposals supported by this Section so that the best competitive bids can be provided. Provide administrative support within the Section, including hiring, manpower planning, career development planning, appraisal processing and salary and promotion planning. Keep the Discipline Manager informed of the Section activities and status. Manage the Section expenses consistent with the Department budget goals and objectives. Ensure all engineers within the Section follow site-approved development processes which are SEI CMMI compliant. Keep abreast of new technologies and processes at a level necessary to efficiently monitor technical progress, plan for technical growth of engineers, and provide support for new business initiatives.
Required Skills: Minimal 10-12 years of experience. Experience in system design, development, integration, and installation support and proposal preparation of military systems with an emphasis on systems for the U.S. intelligence community. Experience and knowledge of Signal Intelligence (SIGINT) systems and related systems which interface and use SIGINT data. Demonstrated ability to prepare efficient and valid cost estimates, delivery schedules, and technical solutions on winning proposals. Ability to manage a large group of engineers (approximately 35) with the proven ability to organize, lead, and manage multiple, complex, and time-critical activities simultaneously is required. Familiarity with SEI CMM and CMMI process requirements is required. Existing SSBI Security clearance or higher. Desired Skills: Familiarity with Six Sigma/Raytheon Six Sigma tools and methodologies. Required Education (including major): B.S. in Engineering, Mathematics or a Technical-related field.
