The Systems Engineering Technology Manager is responsible for planning & coordination of Site technologies with the Customer Focused Executive within the National Systems product line. This includes: Planning & coordination of Site technologies across IIS; Coordination of support to business areas for SIGINT; Generating whitepapers, proposals and briefings; and management of IRAD projects assigned to resident SPLs. The Systems Engineering Technology Manager is responsible for coordination of the IP (Intellectual Property) for the site. This includes reviewing submissions, coordinating meetings with the Patent committee and ensuring adequate training for site personnel. Focus on providing technology resources to support new business growth by being involved directly with business units to ensure that technology development meets the customers real needs. Maintain communications with applicable portions of Penn State University that would support and enhance our technology thrusts. Be the POC between the Site and the IIS Engineering Technology lead. In this capacity the Systems Engineering Technology Manager will: Coordinate IR&D; abstracts and review/selection of all IIS-funded IR&D; projects; Review Weekly status of all IIS IR&D; (mainly financials); Maintain the IIS 5-year technology roadmap; Integrate the IIS technology roadmap with corporate roadmap; Provide Monthly technology-related inputs to IIS and Raytheon Engineering Reports; Collect nominations for and evaluation of yearly Excellence in Technology awards; Review/rate IIS IDEA abstracts; Act as site POC for site technology information and other on-site subject matter experts; and Interact with academia and national labs
Required Skills: o Minimal 10-12 years of experience. o Demonstrated experience managing to budgets. o Excellent demonstrated communication skills. o Demonstrated planning skills. o Understanding of the elements and systems of Human Resources. o Demonstrated organizational skills. o Understanding of systems engineering processes and procedures. o Understanding of full range of systems engineering tasks/activities. o Understanding of hardware and software engineering. o Understanding of SIGINT/Signal Processing. o Minimal existing security clearance level of SSBI. Desired Skills: o Personnel management experience. o Familiarity w/ Raytheon IPDS or industry equivalent. o Program / project management experience. o Risk taker, change agent/leader. o Familiar with Raytheon Six Sigma. Minimum Degree: B.S. in either an Engineering or Mathematics-related major.
