The Engineering Operations Manager is an integral team member with the Engineering Site Director, Engineering Discipline Managers, Engineering Operations Managers at the other IIS sites, and with the IIS Engineering Operations Manager. The role of the Engineering Operations Manager is to effectively facilitate the day-to-day activities required throughout the organization. The Roles and Responsibilities for the Engineering Operations Group are as follows: Staffing - Work with staffing and the engineering management team to manage the recruiting and staffing/hiring process to ensure that the process is designed to achieve the defined hiring goals within engineering. Ensure that the WPS bottoms-up forecast corresponds to CONTROL tops down requirements. All gaps or trends should be understood on a monthly basis. Engineering Process Coordinate the deployment and communication of all IIS level process activities across the site. Directly participate in IIS level engineering process improvement initiatives. Metrics and Estimation Manage the metrics collection and analysis processes at the site and ensure that the required metrics are being collected. Provide technical support for engineering the cost estimation process and the tools. Maintain historical cost information and metrics for future bidding. Engineering Program Reviews Coordinate planning of the monthly EPRs and ensure that the EPR process is followed. Mentor and train program personnel on the EPR process IPDS Deployment Manage the IPDS deployment process to ensure that an adequate number of IPDS deployment specialists are trained to support the deployment requirements and to ensure that IPDS deployment status is tracked. Gate Coordination Manage the gating process to ensure that an adequate number of gate chairs are trained to support the business requirements, and to ensure that they manage, coordinate and report status on IPDS internal gates 5-11. Technical Publications Manage the review and approval of technical publications generated at the site Communications Plan and schedule engineering communications events, all-hands, skip levels, etc. Employee Recognition and Morale Events Plan engineering events for employee recognition and morale (National Engineer Week, Tech Honors, etc.). Capital Equipment Serve as the central point of contact for all capital equipment requests and management of the annual capital equipment planning. Asset Management and Tracking Manage the budget for the annual software license renewal. Training Lead the development of the site training plans, and manage the execution of the plans. Lead the effort to identify candidates to participate in the Raytheon level training programs (SETDP, RCA, ELDP, RELDP) Human Resources Interface Coordinate the State College plans for merit planning, promotion planning, equity adjustments, achievement awards, and the annual Human Resources Review. Financial Management Monitor engineering finances and provide financial analysis and reports. Track outstanding commitments. Engineering Monthly Operations Reviews Lead the preparation of the monthly engineering operations review package. The EO manager will ensure that the required information is provided for the IIS engineering MOR briefing. Awaiting Tasking Management - Monitor and report the status of the individuals on awaiting tasking. Annual Engineering Calendar Develop an annual engineering calendar to ensure that engineering actions are initiated well in advance of due dates. Engineering Operational Procedures Documentation Support the efforts of the IIS Engineering Operations team to develop, maintain, and communicate operational procedures and guidelines for the engineering organization. This will include tasks such as workforce management/projections, budgeting, monthly operations reviews, staffing/hiring, etc.
Required Skills: o Minimal 10-12 years of Leadership and Management experience. o Highly organize and effective planning skills. o Ability to multi-task and be out-of-the-box thinker. o Works well with very little supervision. o Proficient with Excel and PowerPoint (advanced features). o Understanding of the elements and systems of Human Resources . o Understands of engineering methodology and processes. o Ability to lead and manage personnel to accomplish tasks and objectives. o Experience in system development, engineering cost estimation, and familiarity/experience with the IIS Engineering Common Process Baseline. o Existing minimal security clearance level of SSBI . Desired Skills: o Experience with WPS. o Understanding of the IIS business process systems. o Program / project mgmt experience. o Risk taker, change leader. o Raytheon Six Sigma qualified. Required Education: Bachelors degree in an Engineering or Mathematics major.
